A policewoman has admitted performing sex acts with a married foot-fetish senior sergeant at their police station, a misconduct hearing has been told. PC Jemma Dicks, 28, is accused of gross misconduct for giving oral sex to sergeant Adam Reed, 40, on multiple occasions between November and August at Cardiff Central police station - even though he told is wife it was 'just the once'. On Monday, the hearing in Pencoed was told that PC Dicks accepted the allegations against her but argued that her breaches of professional behaviour only amounted to misconduct - not gross misconduct.
Case presenter Barney Branston said only a finding of gross misconduct would leave the hearing panel with the power to dismiss the South Wales Police officer from the force.

The hearing was told that Mr Reed, who is also accused of three alleged breaches of conduct including the encounters with PC Dicks, had resigned from the force and would not be attending. PC Dicks told how the pair began an affair after kissing outside a nightclub, then having sex at his home before it turned to oral sex in their police station.
She said: 'The first incident that happened, I was working with a male colleague when I received a text from Reed telling me to come upstairs. Reed began shouting at me. He was being really blunt with me. PC Dicks left is accused of gross misconduct for giving oral sex to sergeant Adam Reed, 40, right on multiple occasions between November and August at Cardiff Central police station.
She told the hearing how the sergeant told her he fancied her 'from her first day on duty' - and how she always longed to join the thin blue line just like her police officer father. PC Dicks said: 'I've wanted to be a police officer since I was little because my dad was a serving police officer. A Police Federation representative said Mr Reed had been communicating with the former sergeant about the hearing through Mr Reed's wife.
