After all everyone protested it, from residents of the area indicated to lawmakers, as a red light district would have implied changing the laws that ban organized prostitution such as pimping.
Periodically there are crack downs, like in when an enterprising district police chief cleaned up the whole EUR district, which by then, had turned into a red light wild west.
