During the U. The Phase I WIP allocates the allowable load among different sources and identifies statewide strategies for reducing nutrients and sediments that impair the Chesapeake Bay.
The local teams, organized at the county scale, will include representation of entities with responsibility and authority to control nutrient and sediment loads like county and municipal governments, soil conservation districts, federal and State agencies among others.
State staff served as "liaisons" to the local teams and lead them through a systematic series of steps to formulate the key elements of the plan. The elements of the plan and guidance materials for the development process are provided below.
